Does Anyone Speak ArgoUML Out There?

Hi,
 
I need to do some UML 2.0 work, and unfortunately do not have access to Rational Rose (IBM) or Visio.
 
ArgoUML (http://argouml.tigris.org) is supposed to be an alternative. Has anyone worked with this and can give me some insight? Or, is there another freeware that can be as good or even better. Pluggins to Wamp will be a heaven-sent icing on the cake!
ArgoUML is written in Java, and in 2004 it was good and it was supposed to develop PHP-specific APIs, etc. later on.
